Create a MARP TN that requires no phone and will never disable

Scenario: Joe and Mary both need to Hunt and FDN to Voice Mail (6245). They also need to cover DN 2100, which must Hunt and FDN to 7000. How can we get 2100 to Hunt and FDN to 7000? No other users FDN to 7000, so it appears there is no place to MARP 2100 without creating a new phone, which we do not have desk space for.

The solutions is to create the MARP on a Data TN. Since Joe is the lead person responsible for 2100, we will create the Data TN from his phone's TN. Joe's TN is 3-0-1-5, so his Data TN is 3-0-1-21. The Data TN is the regular TN Unit plus 16.
